Governor's Budget Proposal

2/10/2011 - The Senate Budget Committee's summary of the Governor's Budget was released in January. The budget is intended to be enacted by March 1, 2011. Spending reductions are the biggest component to the budget solution which proposes the Medi-Cal program receiving one of the largest cuts (1.7 billion cut). Specifically, the budget is proposing maximum annual benefits ("hard caps") for many services including an annual $1510 hard cap on hearing aids. Per the budget proposal, "The DHCS states that this proposal establishes utilization controls at a level that ensures 90 percent of Medi-Cal enrolles who utilize a particular service will remain unaffected." The budget also proposes to reduce Medi-Cal provider payment rates by 10 percent for Physicians, Pharmacy, Clinics, Medical Transportation, Home Health, Adult Day Health Care, certain Hospitals, and Nursing Homes; however this proposal will require federal approval.
